3.6. Early Childhood And Family Services Division Including Head Start
item 3.6 your fight up final item for new scheduling has a title change
Correct. Good morning. Candace Parker trig from the city administrators office
I would like to read the new title into record, which is receive an informational report on the annual report
summarizing services in the general information for the early childhood and family services division including head start
Programming. Thank you
Thank you for that title change and that concludes your items for item 3 under new scheduling and you do have one speaker
Councilman Brown
Okay, excellent. So I just had a quick question about item 3.3
I just wanted to confirm that this is not an addition to the November 18th meeting
But it was previously titled citywide permit reform
Is that is that the title change or is this now a new additional item scheduled for the November 18th meeting?
through the chair to the administration
To councilmember Brown, this is a new item
But we will be removing an item for from the November 18th meeting to
Kind of adjust the calendar for that day. Okay, that sounds good because I think that that
Agenda is quite impacted and then through the chair to council member five
I am interested in the item that you have scheduled
For public right of ways and it's going to LEC
I guess my question is, is this an item that is normally scheduled to Public Works?
I personally have a conflict and won't be able to attend that, like, listen in to that
LEC, but I guess I'm just curious how come it's not going to Public Works.
Yes, thank you for the question.
that enrich the public use and contribute to our entertainment and
activity zones, many of which are in my district that have asked me to extend
this program, want to bring this back and extend it for additional activities
that they want to engage in. So public street closures help facilitate vibrant
communities which is the purpose of the life enrichment committee so that's why
it's coming to this committee and I also want to say that 4 p.m. is a time
where many of the businesses that have reached out to me about this particular
piece of legislation are able to attend so that it's at a later time
during the day and again the businesses that have asked me to extend this
program have said that that's a time that they can make it to the meeting and
And I definitely understand the concern
And as soon as the recording is out if you can't grab it, then I can definitely send that to you
Okay, it sounds good. I guess I'm just getting concerned about like what precedent
We're setting around where items should be scheduled
I think there were folks that even mentioned that you know, the EAP is normally scheduled under life enrichment
and so I think we're just
continuing to maybe set a precedent where items that are normally scheduled in
Subject matter committees are being scheduled elsewhere. So I think that at this time that's just all I'm trying to bring attention on the map
I completely agree and I completely
Have supported that that suggestion. I do feel like again. This is a contribution to the vibrant
Communities that are in the district three uptown and downtown
Districts and I voiced that same concern about not following protocol
I just don't think that this falls in line with with that sentiment
Okay, thank you. Okay. Thank you so much. And then
Department of Transportation. It will be
Are they working on this item or which department is it? Just want to confirm?
I'm working with economic and workforce development. I'm working with several different departments
I'm working with staff and several different departments. Okay. Thank you so much for the feedback. No problem
We can move to public speakers if there are any
And just to clarify that item 3.6, which was the last through the chair, which was the last title change read into record
We'll be going to the December 9th life Enrichment Committee
Going to our public speakers
Adam 3. I'm sorry Blair Beekman. I have you for
Five items
We will just the time clock for you
Please unmute yourself and begin your comments
Hi, thank you.
Blair Beekman.
I wrote yourselves a letter at this morning
to state that I only wanted to speak on item 3.1.
I sent that to the city clerk's office
because when I signed up yesterday,
there was nothing available for item 3.1.
It was just item three.
None of the items within the three was listed.
So I'll just speak on item 3.1.
That's my main concern today.
and hopefully we can coordinate better in the future
on this item when I send you guys an email in the morning.
Cast management report for FY 2025 and 26,
first quarter fund ended September, 2025, September 30.
I wanted to comment,
it's my feeling on cash management reporting for issues
that you guys actually, I understood your budget planning
and being from San Diego,
I was kind of following along how you were working
in the past six months.
And that, you know, I was in Oakland
when Mayor Tao was still here
and all the budget crunch things
you were going to at that time.
You had budget availability for the first part of the year
coming into this year.
And September is starting to be the time
that we need more funding for our macro services
and other projects,
which have been doing a really good job.
Violent crime is down in Oakland.
Merit accomplished things in terms of crime, I think.
And I think we're all understanding that.
So good luck in what you can be working on this time.
I think even Trump sees what we've been doing in Oakland.
And I hope he really learns the important lessons
that we need funding dollars right now from federal levels.
Not more federal agents, but we need funding dollars
to continue our good macro programs.
Good luck in these continued good efforts
and what you can be doing.
And I think we can really make those asks
at the federal level.
And have good mediation and conversation.
Good luck on those efforts.
Thanks a lot.
Thank you for your comments, Mr. Beekman.
That was our only public speaker.
All right, I will entertain a motion.
First, let me, apologies, let me read in the changes.
We have a title change to item 3.3,
a title change to item 3.5,
and a title change to item 3.6.

4. Review Of Draft Agendas And Pending Lists
city council and committee meetings and oral report, no longer oral report out of closed session.
But just you have your rules and legislation committee for November 13, your pending list,
and your committee agendas for November 18 and rules on November 20th.
Good morning, thank you.
We do have staff at the podium who have some changes to the agendas.
Good morning.
Good morning, I'm Cindy King, Program Planner for the Human Services Department.
We have a slight revision for the item number six.
I apologize, do you mind speaking a little closer tonight?
Thank you.
Is this better?
OK.
Good morning, I'm Cindy King, Program Planner for the Human Services Department.
We have a slight revision for the item number six for the November 18th Life Enrichment Committee agenda.
The correct title is Resolution Authorizing the City Administrator
to enter into an agreement with the Youth Ventress Joint Powers
Authority, YVJPA, through its fiscal sponsor,
Philanthropic Ventress Foundation,
in the amount of $150,000 per year for fiscal years 2526
and 2627 for the city of Oakland's annual contribution
to the YVJPA.
Thank you.
And are there other changes?
I believe there should be a no.
Yes, there is another change.
My apologies I will be stating that change again Candace Parker from the city administrators office bringing your attention to the draft November 18th
CED committee agenda
Item number six the HCD anti displacement strategic action plan
We're asking that this item be withdrawn from November 18th and rescheduled to December 9th CED
Thank you. Thank you, and I will read in a change as well
The finance committee meeting on November 18th as well I would like to edit the name
of the sponsor for item 4 which currently reads councilmember Kaplan and I would like
to sponsor this item instead.
And we can move to if there are no more comments or changes we can move to the public speakers.
Thank you.
We have one speaker on this item Blair Beekman.
All right, thank you. To speak to the public safety committee meeting coming up on the 18th, thank you very much for at the previous meeting last week. You decided to have the issue placed on the public safety committee meeting.
That was a really, man, a great learning experience for myself about how, you know.
Remember 10, 15 years ago in the state of 9-11
and continual war, if we were to ask about questions
about law enforcement, we'd have to say,
national security, we can't talk about it openly,
approve it, let's move on.
It was just cut and dried.
Now we can have these conversations openly
and publicly now, so thank you immensely
that you can be doing these efforts.
We can seriously be questioning, I think,
the future use of block.
I don't think we're questioning so much
that AOPRs will continue to be used in Oakland,
but that we can use less amount of AOPRs
and they can still do the same amount
of public safety needed.
We have to be very focused that AOPRs are meant specifically
for license plate reader use
and not as a plethora
of different surveillance technology uses it can have.
If we use it specifically for one specific purpose,
it can still do a very important job in public safety.
And from that, we can be better asking the question,
do we actually really need floc as our representative
for coordinating AOPR tech in the city?
There are other agencies available
that have better standards of best practices,
how to work that I think we need to look into and review.
And we're gonna be doing all of that on the 18th.
And I just wanted to remind that it can be
an open, thoughtful process that we can be talking about.
looking those efforts out of how to do that. And it's exciting and hopeful. Thank you.
Thank you for your comments, Mr. Beatman. That was the only speaker for this item.
All right. Summarizing the three changes to upcoming agendas as read into the record by
staff changes to an item at CED life enrichment and finance on November 18th. I will entertain a
The motion is carried by motion.
Okay motion to move these items along thank you.

5. Reappointment To The City Planning Commission
Item five, adopt a resolution confirming
Mayor Barbaralee's reappointment of Jennifer Rank
to the City Planning Commission,
serving her second three-year term.
There are no speakers on this item.
Thank you.
We will hear from Preston with the Mayor's Office.
Preston Kilgore here, Deputy Chief of Staff to the Mayor.
The Mayor's Office respectfully requests City Council
to support and advance the appointment of Jen Rank
to the City Planning Commission.
of the city planning commission.
As all of you know, the planning commission continues
to play a vital role in guiding our city's development
and growth through careful review of land use applications,
zoning matters, and long-term planning initiatives.
Maintaining experienced commissioners ensures continuity
in ongoing projects and continuity
in decision-making processes.
Upon our team interviewing Jen, the mayor's office is excited
to move forward in the reappointment of Jen.
We thank you for your consideration,
and I understand Jen is here today.
today. If any of you have any questions or want to give an opportunity to give
some remarks if any of you wish. Thank you all. Thank you colleagues. Questions
for the mayor staff, applicants, comments? Okay if not we'll move to public speakers.
We have no public speakers on this item so I will entertain a motion. Okay so
I'll make a motion to approve this appointment and forward it to the city
council meeting which is December 2nd on consent on item five moved by council
member Brown seconded by council member five to go approve the item and go to
December 2nd on consent council member Brown member five chair Ramachandran I
motion passes with a vote of three ayes one excused Jenkins that was your final
action item, moving to the open forum. Speakers Blair Beekman, Teresa
Winnie, and Candace Parker. And after open forum if anyone is
interested we will sing happy birthday. Mr. Beekman you yeah Mr. Beekman please
is unmute yourself and begin your comments.
Hi, thank you Claire Beekman.
Thanks for the meeting today.
Yeah, to try to better clarify,
congratulations on what I think is an interesting
November 5th election, first of all,
and hopefully it can be a good impetus
to what to expect in 2026, is hopeful in that way.
I'm interested in how the Bay Area
and the San Francisco mayor did a really good job
in talking with the Trump administration
and getting him to not bring in more federal agents
and more ICE agents into the Bay Area.
Interesting that happened.
I think it can set a precedence
in how to talk about more well-reasoned planning
that Oakland has in how to address
their future crime issues.
And that I hope I, you know, so I made the suggestion
why don't we talk to the Federal Administration on the very basic, simple, straightforward
terms that we ask for money for our crime-fighting services, like MACRA.
Let's work to ask for the best of ourselves at this time and show them what our best selves
are because that's what we're doing well.
So I mean, that's when we explain that to Trump, man, hopefully he's getting that message
now and he can start passing that along and working with other cities in those good terms
instead of just more military, more ice, you know, and that whole thing he's on.
So good luck in those efforts. It can make peace around the world, by the way.
It's highly negotiate peace around the world, by the way. And with that said, Bayuwasi,
they've made some really, you know, they're the emergency planning for the Bay Area. They made
a lot of changes recently to themselves. They're very questionable. I hope we can be developing
a really open Bay Area community dialogue on the future of Bay O'Asi and not have it
be hidden in secretive. Please ask questions about what Bay O'Asi is doing right now. Please.
Thank you.
Hi. Hello, everyone. My name is Theresa Anlivan for the record. I would like to wish our boss
lady, Madam City Clerk, Asha Reed, the best, happiest birthday ever.
Good morning, Candace Parker Trigg. I'm coming here as a citizen this morning to
speak on behalf of the wonderful, amazing, beautiful, elegant, graceful woman who
presents every Tuesday and Thursday for the City Council of Oakland, Asha
Madam Clerk Reed. I know we can't see time in open forum, but I know my
colleague Winnie Wu would like to cede her minute but I understand if that is
not allowable at this time but again I just wanted to take this time to
acknowledge and recognize a hard-working person not just as a colleague but as a
friend who I've known for over I don't know how many plus years and inside work
and outside and she's amazing and she does her hardest work to make sure that
the city has, the public is given information that is transparent and
clear and just and I just want to make sure that she's acknowledged and
recognized. There's a lot of things that get put out about people who do this
business and I just want to note that she is one that is true to what she does
and make sure she recognizes all those who are around her so she's amazing. She
needs to be recognized and today we're recognizing her because it is her
birthday and she is here doing her job so you guys know Asha madam clerk read
is the best thank you so much I also wanted to go ahead and just do that
illegal stuff so that's all I'm gonna play for that but thank you again so
much everyone and just happy birthday again Asha read thank you so much for
your hard work. Thank you. Those of you who know me know that I do not like attention.
Thank you everybody. Thank you on that very, oh, go ahead. Oh, I don't. You were in the
queue, if not, that's fine. Yes, I also have been witnessing clerk read, even as the assistant
clerk now, for over a decade. And on your birthday, the way that I celebrate, because
I also don't like attention as a Scorpio.
So we're sisters in this month of November.
I've seen you just really take this job seriously
in a non-political way and show up for the people
that you work with.
And now that you have people working under you,
I've seen you take care of this job
and take care of them as well.
You get a lot of criticism that is undue.
You get a lot of pressure that you don't deserve,
and you wear it amazing.
It's so classy, as Candice said.
And I have the most respect for you in everything
that you do, because you do it flawlessly.
And you don't even break a sweat with all of the challenges
that you experience.
And so I'm honored to know you, and I'm
honored to learn from you, because this
has been a lesson over the last 10 years.
And again, it's your personal new year.
I hope you have some resolutions that include celebrating
and taking time for yourself to enjoy, so happy birthday.
I want to say happy birthday.
OK.
OK, on that very joyful and uplifting note,
with gratitude to the city clerk, the meeting's adjourned.
