After many years, I felt COPS funding was for heavier,
more militarized law enforcement equipment
like helicopter repairs, artillery and bear caps.
But its name sounds like it should be more

as an entire community process
that OPD already has enough armaments.
Let's hope there can be better consideration

I would like to commend the city administrator
for bringing forth the resolution to authorize a grant
to Peralta Hacienda Historical Park.
I've attended a field trip there with my daughter
and was amazed by the enthusiasm
and depth of knowledge of the staff
and how their teaching program really engaged students.
The park is in dire need of funds and although I welcome this funding, I hope that they're
able to receive more.
This is a jewel of Oakland history.

If current questions, if whether or not to keep Flock
as an ALPR data coordinator and vendor cannot be better
worked out at the November 18th public safety meeting or soon,
I hope in the next six month time period the city of Oakland can simply continue
to be having community discussion and try to find a more trusting, responsible provider
that can take over the previous floc contracts with Oakland AOPRs.
San Diego, where I've been living in the past three years and after living
in San Jose, Alameda County, and Oakland area for the past 15 years is starting
to ask these same current questions of Oakland
as local cities are realizing there can be different tech
and data collection options and choices besides the young growing monolith
of Flock and that can still respect the current public safety standards and practices of Oakland.
I think this is a responsible ask in wanting a more trusting responsible tech company managing
community AOPR and data privacy.
Good luck in connection to the San Diego community with this Flock question at this time.
With my remaining time, item 3.8 is an item from the Department of Violence and Prevention.
It is $100,000 for a cognitive behavioral theory training research group.
It sounds interesting and helpful in how conversation and dialogue can help reduce crime.
I'm hopeful programs like this can be a good example in how local Bay Area, California,
and US cities may be at a new beginning of a more straightforward, honest, less competitive
dialogue with the current Trump administration and how they can begin to listen better in
local communities already doing well at the federal level.
And for this new Trump federal administration to then be able to respond with more appropriate
federal government support ideas and funding dollars thank you thank you mr.

and Pedestrian Advisory Commission.
And it's that time that we do every three years to bring up the Fire Code before the
City Council.
The Fire Code is not yet on the pending list.
I know the Fire Department wants it passed
by the end of the year.
It would be good to see the amendments come out
before we're down to just a week or two to discuss it.
And what I'm gonna suggest is a slight change
from the standard practice.
So my committee, by the way, has been discussing fire code
for the last year, especially those parts related
to transportation.
I would like to have Public Works and Transportation look at sections 503 and Appendix D. And
those are the sections related to fire apparatus access roads.
So that requires streets to be 20 feet wide or 26 feet wide or possibly block traffic
calming measures.
And then the rest of the Fire Code should probably go to public safety and or community
and economic development.
Different cycles go to different committees, but it'd be good to get it in the list.
We have the BPAC, bicyclist, and pedestrian advisory commission will be discussing the
traffic-related Fire Code Thursday.

but it would really help if we could see what the city wants to do and I think that the city administrator has failed a

It is already tough to coordinate with my neighbors to attend meetings
But to not have the agenda beforehand also hampers public participation by e-comment and signing up to be a zoom speaker
Although the rule is 48 hours for special meetings and 72 hours for regular meetings in the past
we have had agendas posted with more days in advance.
Please consider publishing agendas
at least five days prior to committee meetings.

I was told I only had one minute when we're trying
to work out a system we'll be talking after the meeting today.
It's an old problem that I thought we worked out.

I wanted to quickly comment on item
for the Public Safety Committee agenda.
It's going to be a really important meeting on the future
of AOPR use and the use of floc in Oakland.
Floc has really come around as we can be questioning it.
And what my previous public comments tried to offer is that interestingly we're at a time
that we actually can have choices to consider the future of Flock.
And it doesn't necessarily, everything hinges on our lives with the future of Flock.
There are different data collection companies that we can be looking into
that can be a more responsible partner possibly.
And that's what the November 18th will be exploring.
I think we can, I personally feel we can take six months to really work on it.
people may have better ideas, we can do things now.
But if we can possibly take six months
and really find a new vendor,

The code requires neutrality acting in the public interest and clearly separating personal views from official Commission positions
Yet, in a radio interview, both spoke as if representing the Commission while attacking
Council, and in their NSA statement, they accused the city of falsehoods and even claimed
that failing to defend them could jeopardize NSA compliance for the city, a self-serving
assertion made without authorization.
These actions violate sections A8 and A9 and undermine the city's credibility before the
federal court.
Oaklanders need commissioners who uphold integrity, not partisanship, and who follow their own

simple beginning plea at this time. Can local Bay Area governments and
communities please have more open conversations, open dialogue, and to ask
ask each other more questions about the future best direction for Bayuwase. Bayuwase has
at least had the decency to be currently developing a subcommittee process. It can be a legal
structured way to invite local Bay Area governments and communities to begin to more openly ask
questions, to hear plans and ideas, and to offer good advice for better understandings
and what can be the best for the future direction of local Bay Area emergency preparedness planning
and Baywassie itself.
To note, this would also allow for more conversation
between local Bay Area governments and communities
and how to develop best practices
to better address current federal administration plans
for local Bay Area communities as well.
Best practices, trusted conversation and open dialogue
is exactly what the mayors of San Francisco
and San Jose have offered to the current Trump
federal administration this past October.
It seems these initial good ideas
of more open conversation and dialogue
can be shared across the country at this time.
I hope an open public process of study, review,
and open dialogue for the future of Bay Owasi
by local Bay Area governments and communities
can also be better considered at this time as well.
I feel these are the ideas of better reasoning,
best practices, and open democracy
that tends to work towards positive sustainability
and peace, as secrecy and opacity
are usually the practices of war
and its needs and use of harm in decision making.
