I wanna speak on items 3.8, 3.11, 3.12, and 3.17.
3.11 is, or 3.8 is continuing to work
on sanctuary city things, updating them.

It's good that we review our sanctuary city policies
and what we can be working on
and how this relates to items 3.11 and 3.12.
I've been really trying to push that we can mediate
and ask for dialogue from the current federal administration.
If we show them our best practices of what we're doing
with macro, you know, with social services programs
besides law enforcement, I think it is an awesome combination
that the federal administration will have to listen
and learn to understand what are better practices
we can be doing in this country
besides this current reign of terror he's trying to offer
as how to develop our future of crime issues,
how to work on crime issues in our local communities.
I really think we can mediate that and have good dialogue.
I keep asking for that from all sides.
And now Trump in pulling back from Minneapolis,
I've just learned he's willing to take over
the entire housing development process in L.A.
after the fires.
They are lagging a bit.
He's taking an approach that's way over dominating again.
If he works with L.A. instead of trying to take the lead,
That is the kind of organizational efforts
I hope we can be working on together,
and that it's a cooperative process
what we need to be doing towards best practices.
And it isn't this terrorist domination.
He is specifically working towards that goal.
In the end, it's a really wrong approach,
and I hope we're really having discussions about that
and really trying to convince him
that we have to be talking about dialogue,
keeping our streets safe and not this terror.
And there can still be large numbers.
Obama back in 2012 and 13,
he was deporting 400,000 plus a year.
And we were all really angry about that,
but he was doing it in a way that was much more sensible
than what the Trump administration is currently offering.
So I hope all of that can be discussed
And we can become a lot more reasonable.
It's really up to him how to do that.
And he won't be, it won't be held against him if he does.
But I mean, I guess if he does want to continue this,
he's guaranteeing himself, he's out of here in four,
which we all kind of want around here.
But I'm just trying to work so that we work in peace
and cooperation and mediation and good dialogue.
We gave good examples here in the Bay Area back in the fall,
how to really do that.
We didn't have to have a bunch of ice agents come in based on best practices.

I really, I'm glad to see Senate bill 79.
It's 3.7 to add affordable, abundant and affordable housing
near transit, except it's a little bit misleading.
SB 79 excludes buses from the list.
It even includes the tempo system, the BRT tempo system.
It only includes trains, light rail, and subway.
Oakland is not required to limit itself
to what SB 79 states.
It's allowed to go beyond that.
And I know that Senator Weiner had originally hoped
to include frequent bus service as well as train service.
I'm sure everyone here knows,
Oakland used to have light rail, the key system.
It's torn down before my time,
but once they moved from light rail to normal tires,
It no longer counts.
But let's see if Oakland can push further
and have more housing near buses
as well as the BART system, thanks.

And you know, it's ironic being on a public safety
as a vice chair.
I'm out at the automobile graveyard
where I moved 243 cars that was there for about 15 years.

So I'm saying, public safety is the issue.
What if some of the kids was playing on those cars?

So I'm just saying, I'm glad that you and Councilmember
Gianni brought that up so people can be vice chair,
especially on their subject matter expertise.

I've said in jest that I wanted to be a co-sponsor of item 3.4 because I've been working on this
for six years and I've been pushing since I've been a council member to bring this information
forward but I do want to remove myself from being a co-sponsor.
This item is being brought forth by the city administrator's office and I'm glad that he
has worked with different departments
to ensure this is moving forward.
But I would also argue that there has been no council
member that has worked, no sitting council member that
has worked on this process as hard and as diligently
and as long as I have.
And I respectfully ask that this item come forward
without any co-sponsors other than the actual co-sponsor,
the city attorney's office
regarding this item
uh... there have been some concerns raised
and i'd i'd ask
that we all remove ourselves as co-sponsors
to the council member five
uh... to my colleague can you help me understand the reasoning for
us removing ourselves from the
legislation
yes

being ourselves from the legislation?
Yes, number one because this is an item that Mason Tillman worked on.
This product that is being presented is something that no council member has participated with
and it's being brought forward now, so it's a little late after the study was done, but
But the advocacy that moved it forward was very concentrated with a few organizations
and a few people, and if there is a reason for the co-sponsorship, I think that should
be discussed on the record of what efforts have gone into moving this forward.
Because as I said, I know I've been a part of this process internally and externally
for at least six years and as a council member and prior to that as a civilian that was
just in the community on this effort so is there is there a reason why this should not
come directly from the city administrator's office most definitely so I think it does
come directly from the city administration's office it did come from Mason Tillman co-sponsoring
doesn't necessarily mean that we did the work but that we support this as we do
with many Senate bills and many assembly bills since I've been a council member
back when Barbara Parker was the city attorney I've been pushing for this as
interim mayor I've been pushing for this I've worked with a number of the black
contractors and pushing for the release of the disparity study as well. I want to
be clear that the differentiation between what you said and what I'm saying
is this is not legislation specifically, and there has been counsel from the city administrator's
office about how we should engage with the disparity study, direct counsel from them,
I'm not sure, again, if you've been in conversation with the city attorney's office on those details.
And again, thank you for laying out your work and your support of black contractors and
trying to get this information out.
And I would like to hear the same thing
from the other co-sponsor, but that is my suggestion.

Being that I respect you, I will remove my name as co-sponsor.

bringing an informational report to Public Works on Transportation on the dismantling of parking
from the Department of Transportation.
It will be moving pieces to the Finance Committee,

And I think this is important enough
and affects more than just public works and transportation.
It definitely affects the Finance Department.
You know, Council Member Ramachandran is chair.
It affects public safety.
I encourage all council members

because it is changing a massive amount
of the city without council input.

once the city administrator convinced this body
to postpone the hearing to February 10th,
they announced that the positions will be moved
on February 7th, three days before the scheduled
postponed hearing.
I hope that we can also discuss the possibilities
of changes to the municipal code to include parking
as a division of transportation.
This is the way it was until 2017.
The city charter allows that.

to suggest ways that this could happen in the near future.

I want to talk about life enrichment committee issues
about SAMHSA.
They were at life enrichment committee last week,
no, a couple days ago, about just kind of a certain part
of doing mental health, providing mental health services
and how we can be relying on SAMHSA
in those mental health services.
I tried to comment that as we are going through changes
in how we address mental health and addiction,
to have good mental health tools ready
to go is really important I think and needed and necessary.
And I think SAMHSA as part of an overall goal
of how we're building our communities,
it sounds like a really great program to help
with mental health.
And I just wanted to remind everyone of that.
and how it helps with budgeting issues.
Sorry if I can better clarify how we can be working
on good mediation for our budget issues on the previous item.

in Kevin Daly. So this is Kevin Daly speaking for myself now. Speaking for
myself as someone who talks a lot at city council meetings, I've noticed that
the most important items that come up before city council often have the limit
the speaking limit change from 120 seconds to 60 seconds. You know the most
important ones with the largest number of people. It is difficult to get complex
statements into 60 seconds and I understand how annoying we can be it's
just wanting to comment at City Council meetings and how much time it takes up
if you have 20 speakers at a hundred twenty seconds each but I think it's an
unfortunate habit to lower the speaking time on the most complex and most
important issues. It'd be great if we could talk longer on the coming parking policy
one and we'll reach out to chair Unger on that but it's a general problem with

time. Thank you for the words of the previous speaker. In being from San Diego, I've noticed
the same thing that he said. Sometimes time is shortened here when I wish it could be
a little longer. In San Diego, they have a great system where they know how to really
adjust times for one minute, two minutes and one minute thirty. They use one minute thirty
quite frequently, and they use it very well and very decently.
And it takes practice to figure out how to do that well, and they really practice it.
It's a very helpful tool, that a minute 30.
In San Diego, they get really upset when it's at 1.30.
But man, for me, here in the entire Bay Area, it's either two minutes or one minute.
Nobody knows how to work 1.30.
We used to in the beginning of this Zoom process, good luck in how you can be working towards
that again. Other public meeting issues. I really wanted to come here today to speak
one more time on public meeting issue things to begin to clarify myself. I'm concerned
that there is a certain tone being set in having to speak directly to items with the
approval or the disapproval of new PR, the previous PRC commissioners last meeting and
through the flock issues in the fall.
It was a very regimented system and I think public comment
from staff and board, it was really difficult just
to have an open public conversation and I think we have
to develop a legal language where we parse
out what we can talk about as legal for the item
and to offer additional dialogue
within the public meeting dais here for items in the future.
Hopefully I can talk more about this in the future.
