person first. Good morning Mr. Dally. Kevin Dally I want to talk to 3.11 and
3.7 on parking garages. I enjoyed appreciated the finance committee
meeting Tuesday and discussion of the contract extension and I'm really glad
to see that the Finance Department and Director Johnson has added 3.7 to look
at the operation and financial status of parking garages. There's another aspect
and that is dealing with the with the policy perspective both and this should
cover both parking garages and street parking as well as other forms of
transportation. For the past nine months to a year we've been discussing parking
reorg now it's re-orged. It would be good to have Department of Public Works and
and Oak Dot present to the Department of Public Works
on what is the parking policy as it relates
to parking garages and to street parking.
And I'm hoping to reach out to Councilmember Unger's office
as well as the Public Works and Transportation Committee.
And that's because a lot of the very good questions
from Council on the Finance Committee were related
to policy and not just on the financial aspects.

I wanted to speak on items 3.2, 3.3, 3.11, 3.18, 3.37,
and 3.38.
Hi to everyone.
So this will be three minutes.
To begin 3.2 James Beer appointed as Oakland Police Chief.
I am an agreement a nice agreement that you know new
police chief Beer.
He has a long history with OPD so he can be
navigable in how community works.
And I'm hopeful that from that you know as much
as administration and city council has made a big push
towards the idea of wanting to be you know focusing
on a city administration point of view with our issues.
You're starting to better see that it is community
that's really defined our good best police practices
over the past 10 years.
And I think you want to be trusting that.
We've had three police killings in the past year
where we had three in the previous 10.
So that's another concern that we have to be really
focusing on our community in how to address our police issues.
They are really needed.
And I'm hoping administration is understanding
that better and respecting that.
Good luck in that effort and we ourselves
re-learning that.
With the Coliseum payment allocation ideas
you just had a tax lien forgiveness policies
so you can create you know good social services practices
for for you know troubled areas in Oakland.
That can be working with the County of Alameda.
So good luck in those sort of efforts explaining
that to with the Coliseum purchase things
and how that negotiation process moves along.
It can help I think with the negotiation process
that we all want it to go well.

be assured it can go well.
Parking operator contract extension things.

I've mentioned before the importance of if we do
ALPR work you know that that's a part of a basic
part of parking garages and stuff.
If you do the policy work and public policy work
it's really good examples of best practices
and everyone when they learn that kind of stuff
they get excited and understanding
the process of best practices with tech policies.
So good luck in studying that.
And Broadway streetscape the same thing with all
the money going to this project.
And when you guys are talking about the future of tech
that's going to be involved with this if you make
that an open public process and create really good public policies with it, that's going
to bring people to Oakland. They're going to want to see good tech policies in their
downtown area. That is a real important draw in understanding. It builds our best selves.

You guys have been with the flock contract for the past six months that has not been signed
And I have no clue if it passed may if it's been signed or not
You guys aren't making that information accessible to the public and I think you guys have an awesome
responsibility to make that information in the very least accessible and
Understandable what the holdup is and what's going on with that?
We have to wait till September October November to get the police report on all of this
I got to wait till then to understand why you said
it was urgent that the contracts had to be signed by by March
of 2026 and now it's July and it's quite possible
the block contracts haven't been developed.
So there's a real problem and you guys have to be I think
really developing ideas and explanations to the public.
What's going on and I'm waiting for those explanations
from yourselves. Please work on that.
It's an awesome plan you guys have set up
that the community helps define a future
of an ALPR vendor besides Flock.
That means we can be deciding on a future
of a corporation that doesn't practice war
to the same degree.
And that's an awesome thing the community can be working on.
Why not do this process really well?
You guys are making it really overly complicated
and it's shameful almost.

what exactly is the process, why the contract isn't being signed.
I think it could be accomplished.

With that all said yeah at the committee meetings a couple days ago a lot of comment on the vendor
situation at Lake Merritt in Oakland. Good luck in those efforts to work that out. I started really
