Thank you so much, so noted.
We will now move to item,
So we'll be taking items one and two

2. Determination of Schedule of Outstanding Committee Items
Now moving to item number two,
determination of scheduling of outstanding committee items,
which is also known as your pending list.
I do have two speakers.
Anything from the administration?
Nothing at this time, thank you.
Seeing none, let's go to the public speakers.
Thank you so much.
As I call your name,
please approach the podium in any order.
State your name before you begin.
If you're online, please raise your hand.
I have Miss Asada Ola Bala and Blair Beekman.
and sorry, in Rajni Mandal.
Thank you so much.
Rajni Mandal, District 4.
I'm requesting that rules schedule an amendment
to Oakland's militarized equipment ordinance, chapter 9.65.
This ordinance has created a chronic problem
that has gone unaddressed for years.
In December 22, the city attorney
issued a legal opinion clarifying the limits of council's
authority over military equipment policies.
That opinion documented how OPD repeatedly
modified its proposals to obtain police commission support.
Four years later, we're still seeing the same problem.
For two consecutive years, the commission
has opposed expanding OPD's rifle inventory.
As a result, OPD didn't even request additional rifles
this year.
We saw the same dynamic with interior drones
where the commission opposed the proposed acquisition
and OPD reduced its request.
The commission effectively exercises veto power
over equipment expansion before the requests
ever reach council.
Meanwhile, the administrative burden is enormous.
There have been numerous ad hoc committee meetings,
followed by a police commission meeting on October 8th
that lasted over five hours
with multiple OPD command staff in attendance.
That substantial staff time
and potentially overtime expenditures,
all while OPD struggles with staffing shortages.
And after all that,
the department may have to repeat the process
simply to request additional equipment.
This is not an efficient or sustainable way to govern.
The police commission should have provide
meaningful civilian oversight,
but it should not effectively determine
to OPD's operational capabilities
through a prolonged negotiation process.
Council is a final decision-making authority,
yet the current system can prevent Council
from ever considering the department's
full operational needs.
The problem has persisted for four years
and it's time to fix it.
I'm asking rules to prioritize amendments to Chapter 9.65
that restore clear accountability,
reduce unnecessary administrative burden,
and preserve transparency and civilian oversight.
Thank you.
Thank you so much for your comments.
I don't see the second speaker, Blair Bigman in the queue
and Ms. Sasata is not here either.
That concludes your speakers for item two.
I'll entertain a motion.
So moved.
Second.
Thank you so much.
That was a motion by Councilmember Brown.
Seconded by Councilmember Fyfe to approve item two
as is on roll, Councilmember Fyfe.
Aye.
Councilmember Brown.
Aye.
Ramachandran is excused and Chair Jenkins.
Aye.
Two is approved as is with three eyes one excused that now takes us to item five as requested by council president
We're taking the agenda out of order and I'll read in item five as the illustrious part agreed approaches the podium
5. Draft 2027 Legislative Calendar
item five is approved the
Report a recommendation of the 2027 legislative calendar for the City Council and Council committee meetings
Report and distribution schedule and we have new speakers for the police police 15 minutes on the clock
I'm gonna do it in three. I'm pretty sure that everyone read their packets
Do you guys want to weigh the balance of this presentation?
Would you?
You okay with us waving the balance of this presentation as long as you guys are okay with the calendar
Yeah, all right move approval
Second. All right. Is there a public speaker?

you're making the attempts to offer here
close to election time to really settle down
to good organizational skills
and talk about the future of procurement
and the contract process and how that can work
and how contracts can be of equity.
And I mentioned the importance of equity
that you really want to work on for Oakland
and your contract issues procurement
is really important that we have our good ideals in place,
you know, a love life philosophy of Oakland,
tech accountability, best practices there.
I mean, it really works towards love life philosophy ideas.
To offer that in the procurement process in the future
is really important and an important reminder for yourselves.

with these items at this time.
I think that's about all for myself,
this item at this time, thank you.

that you guys are supposed to be doing in June
and they're supposed to be publicly available
that are now becoming available.
Thank you and that you're having public presentations on.
It's so important that we start really getting down
to talking about the future of block.
San Diego is really making overtures to leave block,
thankfully, and they're following your lead.
And your lead right now is based on the idea
that you don't have to talk about with the public
how the current block contract, where it's at exactly.
You guys were supposed to sign that contract in April
of this year, you've never talked about that publicly
and into May and June, it was not clear.
Can I ask and write you a letter
and can someone respond to me with clarity
that you have signed the contract?
Can that be public information
or is that top secret information?
And if it is top secret,
then we're not living in an accountable community
and we're not working towards the best practices
of leaving Flock.
I mean, we're really at the chance to leave Flock
not just leave block, but reduce greatly the amount of technology we have in the community.
I've made clear to you guys, you guys know, police know, that you can reduce a lot of redundant
tech in Oakland and still practice the same good public safety practices. These are the kind of
conversations we have to be having into 2027 and that leaving AP of finding new up your vendor is
important. Thank you so much for your comments. That concludes our speakers for item four.
thank you for that noting from the public safety pending list item number two going to
november 17th public safety committee and item number one going to december 8th
public safety committee i'll entertain a motion so moved second i'm trying to slow us down the
game is still happening uh we have a motion by council member rounds seconded by council member
to approve item four as amended on roll.
Council member Brown.
Oh, excuse me, Council member Fai, my aye.
Council member Brown.
I am usually first though, right, on the vote.
So, aye.
Yes, you are.
Thank you very much.
It takes a team.
Council member Ramachandran an excuse and chair Jenkins.
Aye.
Aye, thank you so much.
We have three ayes and one excused as amended, approved.
and we will now move to our discussions items.
As we took item five out of order
to have dispense with that item,
we are now moving to item six.
6. Appointment to Rent Board
Item six is a resolution
confirming the mayor's appointment of Laura Hanson
right as an undesignative representative
to the Housing Resident Rent Relocation Board.
And I have two speakers for this item.
Per the request of certain council members,
can you be extremely brief,
maybe give the name of the person and I highlight.
Thank you, Council President.
Happy to be very expeditious.
President Killward, I'm the Chief Staff
to Mayor Barbara Lee.
So we are excited to point Lauren
who brings extensive experience as a public interest attorney
with a career focus on housing, law, homelessness,
and a background ensuring vulnerable communities
can access the services and protections they need.
Lauren is available online if you have any questions.
I'm happy to add more if you would like.
Okay, and will they be available
if the council members reach out to them
with pertinent questions on appointments.
Bar and I spoke yesterday
and she will make herself available.
Okay, that's great, where we go?
Okay, so is there any public comment?
There is one speaker, Blair Beekman,
you're on mute and you may begin.
Hi, Blair Beekman, I don't quite understand
what this board is about, but it's got a great name.
It's got a name that sounds like it really works
with people who need questions and have issues on housing
and who are lower income who have questions and need help.
So good luck if that's what this board can help with.
I think we've got a list going,
good housing measures, good union ideas,
ways to address community efforts and policing.
I think they're really vital
in how we can address the future of our Oakland.
That's where I'm coming from.
I'm trying to learn that process
is how to address our issues for Oakland.
And you've had some items recently
that we're trying to figure out ways
to best develop community best practices
and policing, best policing, police oversight.
And I think these are the ways to do it.
You know, the real foundational ways.
And so thank you if this board can be good.
Council person five would have a good understanding
and would know better know the answers to these questions.
And thank you for this item.
Thank you so much for your comments.
That concludes our speakers for item six.
I will entertain a motion.
So moved.
Second.
That was a motion by Councilmember Brown,
seconded by Councilmember Fyfe on roll.
Councilmember Brown?
Aye.
Councilmember Fyfe?
Aye.
Councilmember R taking this excuse in Chair Jenkins?
Aye.
Item number six is approved with three ayes,
I want to excuse council member Ramachandra
to be forwarded to the November 10th
city council agenda on consent.
With that, we now move to open forum.
I have Blair Beekman and Ms. Rajni Mandal
who is waving her opportunity to speak.
Go Valkyries, we have Blair Beekman.
You may unmute yourself and begin.
All right, thank you, Blair Beekman.
Yeah, I meant to close my previous public comment
instead of a jumble, just that we're looking
for a new AOPR vendor, if possible, in the future,
if one at all.
We may want to do things ourselves.
We need a principled AOPR vendor in the future,
one that practices openness and accountability
and not war and secrecy.
And good luck that we make those sort of efforts
and not over law enforcement.
I also wanted to comment that,
with the strong mayor issues coming up
in the IBA possibilities or IBA coming up.
I've tried to mention here, San Diego,
they have an IBA already,
they need something called a COO,
a Chief Operations Officer.
And that's kind of a person who manages
and organizes city projects,
a go between between the mayor and council.
It's a really helpful, useful thing
that Oakland may need to look into after the IBA process.
Thank you so much for your comments.
That concludes open forum speakers.
this meeting's adjourned. Thank you.
