F.2. Policy for the Display of Banners on City Street Light Poles in Downtown Areas Recommendation: Adopt Resolution No. 46-25, Approving a Banner Display Policy on City Street Light Poles. F.3. Quarterly Investment Report for Quarter Ending June 30, 2025 Recommendation: Accept the Quarterly Investment Report for the period ending June 30, 2025. F.4. Road Closure to Vehicular Traffic for the Orinda Annual Classic Car Show Recommendation: Adopt Resolution 47-25 Approving the Closure of a Portion of Orinda Way and All of Avenida de Orinda for the Orinda Annual Classic Car Show (Traffic Order No. 239). F.5. Acceptance of Work and Contract with Cowan & Thompson Construction, Inc. Recommendation: City Council Agenda Page 2 08.19.25 Adopt Resolution No. 44-25 to Accept the Work and Contract with Cowan & Thompson Construction, Inc. for the Drainage Facilities Improvement Project (CIP #4111). F.6. Adoption of Resolution No. 45-25 Establishing the Property Tax Rates for the General Obligation Bond Series 2014 and Series 2016 for Fiscal Year 2025-26 Recommendation: Adopt Resolution No. 45-25 Establishing the Property Tax Rates for Bonded Indebtedness for Fiscal Year 2025-26; and, direct Staff to provide the information to the Contra Costa County Auditor-Controller for preparation of the tax levy. F.7. Acceptance of Work and Contract with Satellite Painting, Inc. Recommendation: Adopt Resolution No. 48-25 Accepting the Work and Contract with Satellite Painting, Inc. for the Exterior Building Painting Projects (CIP #’s 4083, 4175 and 4182). F.8. Award Construction Contract to Miksis Services Inc. for Annual Storm Drain Repair Project (Category B) (CIP #5008 and #5009) Recommendation: Award a construction contract to Miksis Services Inc. for Annual Storm Drain Repair Project (Category B), authorize a contingency of 25%, and approve plans for the project. G. PUBLIC HEARING G.1. Annual Review of Wilder Development Agreement Recommendation: Conduct a public hearing and find OG Property Owners, LLC in substantial compliance with all the terms of the Second Amendment and Restatement of the Development and Pre-Annexation Agreement for Gateway Valley, as amended. H. POLICY MATTERS H.1. Fire Safe Moraga-Orinda Funding Request Recommendation: Receive report from Staff, as well as presentation from Fire Safe Moraga- Orinda.
