Contract with Harris & Associates for the 2025 and 2026 Annual Pavement Rehabilitation Projects (CIP Nos. 4183 and 4190) Recommendation: Approve a contract with Harris & Associates, Inc. for the 2025 and 2026 Annual Pavement Rehabilitation Projects (Project Nos. 4183 and 4190), including a 15% contract contingency. F.3. Accept Work and Contract with Radius Earthwork, Inc. for the 2024 Annual Pavement Rehabilitation Project (City Project No. 4178) Recommendation: Adopt Resolution No. 60-25, Accepting the Work and Contract with Radius Earthwork, Inc. for the 2024 Annual Pavement Rehabilitation Project and Increase in the Contract Contingency to 14%. Camino Pablo Median Landscape Improvements Project (Project No. 5019) - Design Approval and Construction Contract Recommendation: Take the following actions: 1) Approve the design for the Camino Pablo Median Landscape Improvements (Project No. 5019). 2) Award the construction contract to Marina Landscape, Inc. of Orange, California, in the amount of $202,085 and authorize the City Manager to approve contract change orders up to 15% ($30,315). The total authorized amount, including contingency, is $232,400. F.5. Agreement with 4LEAF, Inc. for Code Enforcement Services Recommendation: Approve the Agreement with 4LEAF, Inc. and approve the Budget Change Form #007-26. F.6. Amend Resolution 51-25 - Musco Sports Lighting, LLC (CIP 4195) and Related Budget Change Recommendation: Adopt Resolution 64-25 Amending Resolution 51-25 to Correct the Amount of the Contract with Musco Sports Lighting, LLC to Retrofit Lighting for Wilder Sports Fields, CIP Project #4195, and approve the Budget Change. F.7. Lamorinda Legislative Coalition - Approve the 2026 Framework Recommendation: Approve the Lamorinda Legislative Coalition Framework for 2026. F.8. Amendment to Employment Agreement - City Manager Recommendation: Adopt Resolution 65-25, Approving the First Amendment to the Employment Agreement between the City of Orinda and Linda Smith. G. Public Hearing for Approval of the Issuance of Multifamily Housing Revenue Bonds by the California Public Finance Authority for the Senior Housing Project Located at 15 Irwin Way Recommendation: Adopt Resolution 58-25 Approving the Issuance of Multifamily Housing Revenue Bonds by the California Public Finance Authority in an Aggregate Principal Amount Not to Exceed $15,000,000 for the Purpose of Financing or Refinancing the Acquisition and Construction of Vista Verde Senior Housing and Certain Other Matters Relating Thereto. Senate Bill (SB) 707 – Brown Act Amendments: Public Access, Remote Participation, and Language Accessibility Requirements Recommendation: Receive the report regarding Senate Bill (SB) 707, recently signed into law, which enacts major amendments to the Ralph M. Brown Act effective January 1, 2026, and July 1, 2026. Provide direction regarding the potential implementation of remote meeting options for eligible advisory bodies. I. COUNCILMEMBERS' REPORTS J.
