the fifth four three two one good afternoon everyone and welcome to the
September 5th 2023 special meeting of the Walnut Creek City Council I'm mayor
Cindy Silva and I have the honor of serving this year and I would like to
welcome you all to our first meeting since the Labor Day weekend and our
summer break tonight's me special meeting is for has one item on the
agenda and that is for the selection of applicants to be interviewed for
consideration for their participation in the measure O Citizens
Oversight Committee. Now this meeting is being conducted live here and in person
in the City Council chambers. We also have attendees who have joined us
virtually and we will begin the meeting with roll call. Councilmember Darlene.

Public communication under California law public comments at special meetings such
as this one we are doing now are limited to subjects on the agenda only which
I've already described what our subject is so public comments will be received
at this point in time on the agenda item which is the selection of the applicants
for consideration for participation in the citizens measure oversight
committee. Do we have any public comment here in the council chambers on this
item? Do we have anyone virtually who wishes to speak to us on this item please
use the raised hand feature to indicate that you would like to speak.
There are no hands raised. Seeing none I will now close public comment on this
item and turn it, bring it to Council. The City Clerk and the City Manager and I
have discussed how we're going to do this. We have 22 applicants for the five
seats on the Citizens Oversight Committee and two alternate positions
which we think will be important to have. So we really need to fill five plus two
which is seven. We're suggesting that because this role is rather unique we
have never actually it's been a while since we've filled a board in total from
the outset so we have a lot of positions to interview for that we suggest that we
target tonight to interview about 10 for the seven seats but that could be 11 it
could be 9 we'll see how it goes and in round one we're asking each of us to
vote for 10 that you would like to interview then but the requirement would
be that a person needs to receive three out of five votes to be considered for an interview,
but we'll have 50 votes amongst us in the first round.
And so we will most likely find a few that get threes, maybe a lot who get threes.
Then we'll see who has votes either twos or ones and determine how many to win or the
herd to in the second round of voting if necessary.

did supply a revised listing of applicants so there are 22 applicants
that met the minimum qualifications. Triple one out, 20 renditions of the

start off with naming those that received five votes from each council
member. We have Jonathan Bartlett, Molly Klopp, Suzanne Hildreth, and
Jessie Smires. Those receiving four votes Harry Styron and then five
individuals receiving three votes Jeffrey Feit, Brian Mulligan, Laura Patch,
Colin Pete Sutherland, and Gerald Wu. We have two three individuals receiving two
votes so how many received five four or three ten we have ten that received
three four or five votes then we have ten to interview everybody good can we
ask who got to or do we need to go there nevermind do it because then we have to
an interview 11 or 12 or 13 how many how many received two votes three and five
received one we need a motion I move that we accept the people whose names
received five four and three council votes to interview for the measure Oh
audit committee second we have a motion and a second can we take a roll call
I'll call vote please.

don't realize that we will not be interviewing you independently we will
be interviewing you in panels and then making a decision as to which of you
will be seated on the committee which of you will be alternates and what your
tenure will be either a two-year or four-year term for those who are
