1. OPENING AND PUBLIC COMMUNICATION

Consider and take action on any request from a Councilmember to participate in a meeting remotely due to emergency circumstances pursuant to Government Code Section 54953(f)(1). Receive notice that a Councilmember is participating in the meeting due to just cause circumstances pursuant to Government Code Section 54953(f)(1). Under California law, public comments at special meetings are limited to subjects on the agenda only; therefore, public comments will be received during the item listed below.

2a. UPDATE ON DEVELOPMENT SERVICES TEAM PROCESS IMPROVEMENT: PROJECTS AND OUTCOMES

The City of Walnut Creek’s Development Services Team (DST) partners with a wide range of customers to process a diverse set of development applications from small, residential remodels to large, commercial mixed-use projects. The City Council is being asked to receive an update on the DST’s improvement efforts and review the outcomes resulting from this work. 3. PUBLIC COMMUNICATIONS

This portion of the meeting is reserved for comment on items not on the agenda. Under the Brown Act, the Council cannot act on items raised during public communications but may respond briefly to statements made or questions posed; request clarification; or refer the item to staff. Consistent with Section 9.5 of the City Council Handbook, thirty (30) minutes will be allocated at this time for public communications for items not on the agenda. Additional time for public communications for items not on the agenda will be provided at the end of the meeting if necessary.

5a. ZONING TEXT AMENDMENTS FOR ACCESSORY DWELLING UNITS, PUBLIC HEARING NOTICES, AND IMPLEMENTATION OF HOUSING ELEMENT PROGRAM H-4.I

Amendments to the Walnut Creek Municipal Code, Title 10 (Planning and Zoning) are proposed to update and clarify zoning regulations for: Accessory Dwelling Units; Public Hearing Notices, planned development permits in certain zoning districts; and organizational improvement and consistency of Title 10. 5b. ADOPTION OF A RESOLUTION APPROVING THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) 2026-2027 ANNUAL ACTION PLAN SUBSTANTIAL AMENDMENT AND APPROPRIATION FOR AN AMOUNT UP TO $210,000 TO SUPPORT CDBG ACTIVITIES

A Substantial Amendment to the Fiscal Year 2026-2027 Community Development Block Grant (CDBG) Annual Action Plan is required to allocate approximately $210,000 in CDBG program income. Staff recommend using and appropriating these funds for ADA accessibility improvements to downtown sidewalks, an eligible CDBG Infrastructure/Public Facilities activity.
