6.A Approval of Meeting Minutes - June 9, 2023 Contracts, Operations, Maintenance, and Safety Committee It is recommended that the Committee approve the Minutes of the June 9, 2023 Contracts, Operations, Maintenance, and Safety Committee. 6.B Contract Amendment for Contract No. H1674-21 Trapeze Software Group for Trapeze Staff Augmentation in the Enterprise Asset Management (EAM) Optimization Project The Authority needs additional support for data loading of EAM assets and merging of existing data with new defined EAM processes for several Authority disciplines to reduce project delivery delays that have been driven by Authority staffing constraints, lack of internal technical expertise with Trapeze applications and the time required to migrate thousands of assets, sub-assets, components, and underlying data elements found to be stored in manual files or not fully documented. Leveraging additional Trapeze resources would allow the Authority to perform these tasks without impacting the current scope of Trapeze’s Contractual responsibilities and mitigate project schedule delays as well as proactively work on key performance indicator dashboards integrated into the application while the system is being rolled out across Authority disciplines. It is recommended the Committee recommend the Board approve Contract Amendment for Contract No. H1674-21 with Trapeze Software Group for Trapeze Staff Augmentation in the EAM Optimization Project in a not-to- exceed amount of $986,662. The amount (986,662) requested for this contract amendment is included in the Adopted Capital Program budget for FY2022-23. 6.C Purchase Order Nos. PO925A-24 & PO925B-24 - Maintenance of Way (MOW) Specialty Vehicles - Recommendation to Award - Custom Truck One Source, L.P. Dba Custom Truck & Equipment, LLC & Brandt Industries USA Ltd. The Authority requires Maintenance of Way (MOW) Specialty Vehicles to help maintain its track and signal infrastructure in a state of good repair. So we're gonna start off our safety briefing with our evacuation route

contracts and for the Metrolink, you know, I know that they you guys need a lot of people and
You got to hire all the monster classes. I know that but I was really concerned that there was a
problem in human resources that
somebody might try and attack Metrolink by weaponizing it against certain people that

There's favors and contracts and jobs going out to political candidates or their lawyers or their families and stuff
That's gonna become a situation and I would ask that you guys take that into consideration. Maybe not give deals to

You guys are watching a lot of rails all around and that

And I know there's people working against that.
And I hope that you would at least do your job or hope that Metrolink works out good,
that you would want Metrolink to succeed and that you guys might try and help out with that a little bit.
You know, we're only talking about $3 million or $1 million here and there and that kind of thing, that's not that big a deal.
But to those people in there, that means a lot.
And I was concerned that all the wrong people are getting money that that money is used
for other things other than themselves, that they're using it to fund criminal activity
or illegal activity, that that's a big problem.
So I am worried about the safety in MetroLink 2.
That is a thing.
There's people attacking infrastructure all over
and the rails is a big target right now.
We do have a request to speak from Alina Garza as well.

In response to you, I wanna thank you for comments
over what I share.
You were not building anything in Ohio.
I would like to start by saying,
I would like to start by saying that there was incredible work done on the restoration
of the Bombardier Bi-Levels by the Talgo SYSTRA consortium.
When I first rode one, I was really impressed by how much this restoration improved my experience,
even exceeding the interior experience of the Hyundai carriages.
They feature comfortable plastic seats, which are easy to clean.
The energy in them is very contemporary and welcoming.
It helps keep me, it helps keep me feeling encouraged and awake on the ride, and externally
I would like to say that for the paint scheme, the silver combines incredibly with the Hyundai
carriages for an effect, an external effect which is both luxurious and elegant.
I would like to say that for the future, restoration of more bombardier carriages is a good alternative
to the purchase of new carriages, especially if it's less expensive.
This greatly improves the experience for me and other riders, and I believe that restoration,
In addition to, as I mentioned earlier, the retired F59PHI and F59PH locomotives would
also be beneficial potentially, especially if it saves money for the agency.
I also would like to suggest or talk about my experience with advisory councils in Metro
or LACMTA and suggest the potential creation of a community or regional advisory council
to receive input and suggestions from customers.
I found these to be very productive in the L.A. County Metropolitan Transport Authority
and believe that this could help MetroLink very much with decision making.
They meet regularly, which is what I'm recommending for this potentially, and I would also like
to know how students could be more involved with shaping the future of public transport.

Item number 6B, please, contract amendment with Trafis.
Good morning, Chair, members of the committee, Renee Vega, Manager of Transit Asset Management.
Back in October 2021, Metrolink executed a single Firm Fix price with Tri-P software
group for $1.5 million.
Metrolink is currently in the process of optimizing building out our EAM system, also known as
Enterprise Asset Management, across several functional areas in the agency, which include
facilities, rolling stock, and MOW.
I would like to explain why we're undertaking this significant project by taking you back
to the FTA TAM's final rollback in 2016, agencies receiving federal funds are required
to develop and implement TAM plans. The TAM plans include asset inventories, condition
assessments of their inventory assets, and include a prioritized investment. And this
would basically help agencies to demonstrate to FTA how they plan to rehabilitate and get
their assets in a state of good repair. Our EAM system will be that central repository
that we're going to create, help to house all this information that we're trying to
capture, condition assessments and so on. The authorities requires additional Trapeze
technical assistance to expedite the project delivery, particularly in the areas of data
loading, targeted training that we're looking to implement, refining workflows, just to
to name a few of those areas.
Trapeze personnel has that knowledge base,
has worked with our systems and with agencies
across the country, can provide recommendations
on how we can refine our workflows
based on rollouts from other properties.
So I'm here to request a recommendation to this committee
to recommend the board approve a contract amendment,
number H1674-21 with Trapeze software group
for Trapeze staff augmentation in the amount
not to exceed $986,000.

Item 60, a purchase order for some specialty vehicles.
Good morning Chair, members of the committee.
My name is Brian Jacob and I'm a senior contracts
and compliance administrator.
I'm here to present item 6C, which is a recommendation
to award two separate purchase orders
for five maintenance away specialty vehicles.
The first purchase order PO925A-24 is
to custom truck one source in an amount of $1,771,929
for four welding trucks.
The second is purchase order number PO925B-24
to Brand Industries USA in an amount of $1,495,202.50
for the purchase of one power unit truck.
Next slide, please.
These purchase orders are the result of an open,
low-bid, competitive procurement solicitation
that was published by the authority on May 30th.
The solicitation included seven different classes
of maintenance of waste specialty vehicles
and a total of 21 vehicles.
The authority received three bids,
which covered five of the seven vehicle classes.
In reviewing the bids, the authority found that bids
for three of the vehicle classes,
which includes 10 signal-maintainer trucks,
two vegetation trucks, and one lubrication truck,
were higher than the pricing available
under a California State Department
of General Services contract.
Therefore, staff will explore this state contract
for these three classes of vehicles
and return to the board with a recommendation
to award if it is found to be in the authority's best interest.
The two vehicle classes for which the authority did not
receive bids for, which includes two print test trucks
and one steak bed truck, involved EPTO and battery
electric technology, which does not
appear to be readily available in these classes
for maintenance-of-way vehicles.
Staff will re-evaluate the specifications
for these vehicles and issue a new procurement for these
as appropriate.
The bid from Brand Industries USA
for the one power unit truck came in below
the authority's intimate cost estimate
and is therefore considered fair and reasonable.
The bid from Custom Truck One Source
for the four welding trucks came in over the authority size.
In reviewing the authority size for this vehicle class,
staff realized that it was prepared
using historical purchasing pricing from over 10 years ago.
Using a more recent comparable truck purchase,
factoring in the additional equipment needed
and adjusting the ice for inflation,
the bid amount is closer to the adjusted ice,
though it's still higher by about 11%.
Given that there is no known state contract
that the authority can use to purchase
this highly specialized rail vehicle class
and vehicle markets have become extremely tight
with supply chain issues after COVID,
causing unusual price escalation,
the only alternative is to issue another competitor procurement,
but staff does not believe
that this will yield a different result
and may even result in increased pricing.
Furthermore, the current vehicles
that these new vehicles will replace
are beyond their useful life
and cost an average of $20,000 a year
to maintain beyond routine maintenance
and also cost months of downtime.
For this reason, staff believes that the bid pricing
for these four welding trucks is fair and reasonable.

Therefore, it is recommended that the committee recommend
to the board the award of these two purchase orders to custom truck one
solutions and to Brent industries this concludes my presentation but I'm happy
to take any questions you might have yes thank you for your thorough and you're
explaining things very clearly on those that don't where we have a briefing and
there was a very robust conversation over this item so we are very
inquisitive about money going out the door and you guys did a well job on
presenting this so thank you and I'll move the motion. Thank you. Second.
Any other discussion? Just one question, how many other items do we have that they haven't
updated in over 10 years? That doesn't make sense to me. Does that happen on a
regular basis? This particular set up, good morning, my name is Eric Pagosin,
senior manager for facilities on fleet maintenance. This particular set of
vehicles. Last time we purchased was 2010. 13 years old. So initial ice was
based on that price with a little bit of escalation, which didn't justify the
current inflammatory in vehicle. I thought I heard you say that the number
given by it was our own number for that particular vehicle. Vice-chair Spiegel

motion carried unanimously very much item number 6d widening in Ohio I'm
sorry over mr. Robles chair and members SPCTA wishes to wind out existing I-15
bridge spanning over the metering tracks located at milepost 42 94 of the
The Assembly of Subdivision of the City of Rancho Camunga
to improve traffic flow in the vicinity.
This agreement provides SBCTA funding
for the authority support services
to ensure railroad operational safety is maintained.

authorize the chief executive officer
to execute construction and maintenance agreement
number 23-1002938
between the San Bernardino County Transportation Authority
and the authority in the amount of $1,148,125
for the I-15 Rochester Overhead Widening Project
Construction Support Services.

As I've shared with the prior committees today
We're very pleased to announce if you haven't already heard about it the fact that we are going to be restoring
passenger rail service
Through the San Clemente region in South Orange County. That's good for both us as we get our operations back to Oceanside
And also important of course is the service restoration of Pacific surf liner from Los Angeles to San Diego
Restoring that service that of course we've had to struggle with over the course of the last the last few months
We're very excited about that that begins on Monday, July 17th
Which is in time for major events in San Diego including the Del Mar horse races as well as comic-con in San Diego
So, there was a lot of strong desire on the part
of Pacific Surfliner Losand to have service restored
and of course for ourselves as well.
And I'd like to really thank a number of players
that were involved in bringing that project in ahead of schedule
and under budget in an emergency environment.
So, really a strong performance by all involved.
The second item is another positive story,
the fact that we will be extending service
in Ventura County over the weekends of not this weekend but the following to
support the the X Games which are being held at the Ventura County Fairgrounds
over three days Friday Saturday and Sunday of next weekend we will be
extending our trains from where they currently terminate at East Ventura all
the way to the Ventura County Fairgrounds and also Pacific Surf
Land will be serving those fairgrounds as well so there'll be as many as seven
round trips by train that that spectators can take to see the X Games
in Ventura so again really pleased to be able to you know to take our service
and have a new riders potentially see what it's like to take take trains in
Southern California that concludes my report Mr. Chair. Thank you. Any questions
