Item 10 reports from Superintendent. Thank you. I think I'll use tonight to
highlight our Turn Up the Heat campaign through the Education Foundation. We
We raised a total of $160,813 in that one week period of time.
Our top fundraising schools, or Wellness Heights, raised $29,580 and Park Mead raised $24,084.
Overall participation increased from 33% to 44.6% across all of our schools, and that
includes Los Lomas.
largest participation growth was at Wayne and Vista. They led the way and they
went from 30% participation to a 47% participation rate. And Indian Valley
also saw a significant jump from 38% to 57%. And so I just want to say
congratulations and thank you to our entire community. I mean our schools
raised like 15 to $29,000 in one week period of time and I think that is
pretty incredible and just again continues to show how our community
shows up for our schools and so it seems like just a perfect highlight for this
evening is this great community that we all get to be a part of so thank you to
all of the families who participated in the turnip camp. That's it. Thank you.
Moving on to action agenda 11.1 parcel tax. Good evening. I'm asking the board
today to adopt resolution 2526 16 which would authorize a district to face a
parcel tax of $90 at the upcoming June 2nd 2016 election. This is the $90
dollars of parcel tax with a nine-year term with an annual inflation
adjustment tied to our local consumer price index. It does have a senior
exemption and exemption also for those that are receiving supplemental social
security income regardless of age. We do have a deadline of March 6th to bring a
copy of this resolution should be adopted to the county legislative voters, the
the County Office of Education and the County Board of Supervisors.
Exhibit A at the end of this attachment is the full text measure of the ballot and
exhibit B is the abbreviated measure of the ballot language.

needs certainly are not getting any smaller and the budget picture is not getting any better so

Okay 11.2 is our special inspections and testing services for armor wood
modernization projects a speed for phase one and two this is coming to us from a
proposal that we received on January 21st 2026 from testing engineers Inc
providing a proposal in the amount of $92,776 to do all the special and testing and needs
for that that come with it for the Merwood Modernization Project and reviewing this proposal.
It's in range for special inspections and testing the site, looking to obtain board
approval tonight to contact with Testing Engineers Inc. for special inspections and testing services
for Merwood's Modernization Project.
I would very much like to see the Merwood Elementary Project move forward so I will
take a motion to approve the contract amount of $92,776 to Testing Engineers, Inc. for

from Cornerstone Earth Group and the amount of $91,570 for both Phase 1 and 2 and review
their proposals within range of the Geotechnical Engineering at the site.

Alright, this is a change order that has to deal with our contract with American Modular
Systems for the new modular building that will be arriving this summer at the Walheights
Modernization Project.
This is our library along with four great offices attached to it.

dollars and the change order amount will decrease the contract amount due to some
changes made in scope to one million two hundred and eighteen thousand two
hundred sixty seven dollars and seventy cents which is a decrease in the amount
by ten thousand eight hundred and two dollars and thirty cents. Looking for
approval for that change order from the board's map for the decrease.

area. Our comprehensive school safety plans for the 25-26 school year we bring
to the board tonight have all been updated their site specific
comprehensive safety plans that are updated annually and reviewed at the
site level with staffing with the site council teams at each site. This year
some highlights of our safety procedures are we participate in every
other year training on our Alice training which is our pilot intruder
training which happened for all staff members in the school district and the
best part about I think our large comprehensive safety plans is we kind of
encapsulate things for our big emergency actions that we have placards for
replaced around our school district and we recommend them be in all spaces and
they pretty much are at all sites.
And what's nice is this is the same document
or the same placard that you see across the district
and has the district-wide verbiage
around different responses to different emergencies
that could take place on the school campus.
And I think that's a very,
something we're very proud of in our school district,
that other districts, we go around
so you don't really have a standard placard like such,
where students read the verbiage,
staff read the verbiage it's well well informed all people on inside the school
community so that it carries with them throughout their time in our district
and that's all this all is reflected in thicker form in our comprehensive
school safety plans but I look to tonight to bring the approval for this
year's safety plans across our southern schools to be approved.
Can I just ask you, in light of the recent flurry of small quakes that have been centered
in San Ramon, like earthquake safety has been off the mind?
I did read recently an interview with a scientist who said that the quakes are centered on some
fault lines that are very small and do not have a capacity for a big quake.
They cannot, because those fault lines themselves are not large enough to create a big quake.
So that was a big relief.

on that drill cover and hold.

Okay, so as part of our annual staffing process, I'm bringing forward tonight for your approval
of the Declaration of Need for the Commission on Teacher Credentialing.
This allows us to continue recruiting and hiring teachers in our areas of needs who
may be working under emergency or limited credentials ensures that we can
get the best candidates and that we can have all of our high needs placements
staffed fully and it ensures that we can have all of our classrooms running in
the fall. So for that reason I'm asking for approval of this year's declaration
of need for the Commission on Teacher Credentialing.
As much as anything it's a curiosity it seems like we are, that this was, we're
We're demonstrating a lot more need than I seem to recall in the past, just in terms
of numbers across different specific credentialed needs.
Is that the case or am I misremembering?
So for this particular form, this mirrors last year, so nothing changed or increased
just with this particular form, what you will find is that as some of the curriculum has
changed, we have find ourselves having a few more misalignments just as we're working through
some of those science and then also the amount of out of state credentials have
caused us to have more miss assignments for our Plaid credentials. We believe
that it's best to have the best candidates for the classroom and still
allow them to teach while they're working on that English language the
English learner certification. So part is true that yes you will find we have
more miss assignments through Cal SAS which is our credential in monitoring
but we actually have less need we just kind of carry this this is like a guess
it's our projection of what we might need and it's been the same for the last
couple of years so we're just sort of guessing that we're gonna need special
education. We haven't used math in the last couple of years because we've been
able to find you know credentialed people but we're just guessing that
those are going to be our high need areas. That's super helpful and one more
question. How long do we, does it take typically for a teacher to go from
being like a really high quality out-of-state teacher to get that either
that California credential or that California learning credential like what
is there a kind of typical timeline we see that it takes? Yeah whenever we hire
somebody and they're not fully credentialed we give them one year to
work it out. There are some extenuating circumstances especially in our high
need areas like special education where we do give a little bit more credentialing
flexibility but other than that we really try to hold them to a one-year
timeline to give them that extra year to get fully credentialed.

So this is a new batch of policies
all centered on immigration
that must be, districts are mandated
to update our policies by March 1st with language
that's equivalent to the model policy language
that was developed by California's attorney general.
And so I'm reading from a series of documents
that we have been given
in terms of what those updates look like.
You should have received kind of a mock-up
of what those will look like,
and then we'll align.
We do have a couple of updates to our practices.
We have a one sheet kind of practice page
that we give to our administrators
exactly what they do in terms of immigration enforcement and that will be
updated as well to align to the policy. So this is a mandate to align to the
new law. Marie, where is all of this housed? We will update our website. So some of it
is on our website under family resources. You'll see it there. So we'll update it
in all of the locations that we're mandated to do, but our policies land, you know, on
our website under policy, and then we try to summarize it to make it easy for our folks
and then also to put resources for families who might need them, so all those updates
will come after you adopt these policies tonight.

nothing to report. I don't have any activities to report but I did want to
highlight that the CCC SVA meeting was I think on February 3rd. I'm sure you all
got the emails and the presenter was the the Chancellor of the Community College
District. I didn't attend but I did look at the PowerPoint slides that they sent
that after the meeting and I just wanted to recommend those. I thought it was just
interesting statistical and demographic information about the Community College
District and and how it operates in Contra Costa County and also the fact
that they are also putting a measure on the June 2nd ballot. I believe it's a bond
measure so it's always useful to be aware of what other measures will be on
Violets that voters will be considering attended the Indi Valley multicultural
night on February 1st on call with Marie Morgan last Friday to prepare for we
did I went to walnut heights today to catch their lunchtime with our new year
celebration and got to see them in action and coloring and having fun and
eating a little lychee packet or candy sweets and that's all I have.
On the 17th of February I attended negotiations as an observer and I also
attended the community partnership meeting where we talked about the
potential for a parcel tax and that group is as ever very engaged and really had
great questions and great supporters and I did also want to lift up that Dr.
Nickerson from Akalani sent out a community note today about the kind of
the state of funding for Akalani so they're anticipating cutting another two
million from their budget in 2026-27 on top of the 2.2 million they cut this year in 2025-2026.
One of the standout things I highly recommend looking at that community message one of the
standout things that I think caught my eye was a shrinkage in library support which hurt my heart
a little bit. So it's really important that we educate our community, that we talk about
what these funding and these taxes mean at every level of education, whether they're
partial taxes or bonds. I will just add, because I forgot, that this is the period of Lunar
New Year, and Ramadan, so anyone celebrating, happy vote, and also Lent, last Tuesday was also
Fat Tuesday, so all four things aligned, which happens every 60 years, so this should be,
and this year is the year of the fire force, so this should be a very interesting,
possibly chaotic year for all so much to look forward to all right item 13

and what I can't remember a long time so that was that was very good and um and then on the other
thing that I wanted to kind of like you know give a little bit of an update on her behalf is um
Stacy's uh convalescing at the moment let me know from a medical procedure she's doing well
uh we are in constant communication addressing like you know all the various matters and whatever
and so but she's doing she's doing good so that's that's just on her behalf.
